Mr. Emmanuel Katongole

Board Chairman

Emmanuel started his career at Sembule Electronics Ltd in 1986 where he rose from sales officer to General Manager. In 1997, he started Quality Chemicals Limited, a pharmaceutical distribution company, where he served as Managing Director for 10 years. He oversaw Quality Chemicals Ltd Partner with Cipla Limited India to set up a pharmaceutical manufacturing plant known as Cipla Quality Chemical Industries Ltd.

Emmanuel became the Chief Executive Officer of Cipla Quality Chemical Industries Ltd until 2013 when he was appointed Executive Chairman of the Company, a position he holds to-date. He further serves as Chairman of the Advisory Board of London based TLG Capital, among other directorships. He has previously served as Governor Rotary International in charge of East Africa. On top of several entrepreneurship awards that he has earned, Emmanuel was inducted in the prestigious Ernst & Young world Entrepreneur of the year Hall of Fame in Monte-Carlo Monaco in 2013. He holds an MA in Economic Policy and Planning of Makerere University –Uganda.

Eng. Irene Pauline Batebe

Board Member

Irene has been at the forefront of the commercialization efforts for the petroleum resources in Uganda. Her focus is on planning for the development of an oil refinery in Uganda where she advises on the technical aspects including design and configuration. She is an Ag. Commissioner at the Directorate of Petroleum in the Ministry of Energy and Mineral Development. Irene holds an MSc. in Refinery Design and Operation from the University of Manchester, UK, an MSc. in Sustainable Energy Engineering from the Royal Institute of Technology, Sweden and a BSc. in Chemical and Process Engineering from the University of Dar-es- Salaam, Tanzania.

Mr. Francis N. Twinamatsiko

Board Member

Francis has over 17 years of experience in public finance management. His expertise is in the area of strategic planning, budgeting, tax policy and administration, macroeconomic management, project finance and structuring, trade policy and regional integration, negotiation, project management, public finance management, energy policy and petroleum revenue management.

He is currently an Assistant Commissioner, Tax Policy Department at Ministry of Finance, Planning and Economic Development.

Ms. Stella Marie Biwaga

Board Member

Stella is a lawyer by profession, an advocate of the High Court of Uganda with over 11 years of experience in litigation and human rights’ work. Stella has vast experience in project design, implementation, budgeting, monitoring, governance and gender.

Stella has trained in Governance and Natural Resources Management, NGO Governance and Management, Board Dynamics, Leading Change and Influencing, Women in Leadership, Trial Advocacy and Justice, Finance for Non-Finance Executives, Corporate Governance and Strategic Management, Sentencing in Capital Offences and litigating domestic violence cases before national and international mechanisms.

Stella is a Member – Board of Directors of the Uganda National Oil Company Ltd (UNOC), a Member – Board of Directors of the National Pipeline Company (U) Ltd, Alternate Board Chairperson Action Africa Help International – Uganda (AAHI-U) and a Member of the Audit Committee of the International Board of Directors of Action Africa Help International (AAHI), a Member – Board of Directors of Free Child Uganda (FCU), a Member of the Board Audit Committee of NAFASI Cooperative Society, a Member of the Uganda Association of Women Lawyers (FIDA- Uganda), a Member of the Uganda Law Society (ULS), and the East African Law Society (EALS). Stella practices with Ssebunya, Turyagenda and Company Advocates.

Mr. Francis Nagimesi

Board Member

Francis has over 15 years of experience in senior management positions. He has served as Managing Director and General manager of Uganda Coffee Marketing Board (CMB) and Produce Marketing Board respectively.

He has also served on several Boards including serving as Chairman of the Board of Directors of Uganda Coffee Development Authority (UCDA), Chairman of the Busitema University Council and Chairman of a District Local Council.

This exposure in important government institutions has earned him reasonable experience in managing Organisations. Francis holds a BSc. in Zoology from the University of East Africa.

Zulaika Mirembe Kasajja

Board Member

Zulaika is a graduate of Makerere University with a degree in law and is an Advocate of the High Court of Uganda and all courts subordinate. She is also a graduate of the Institute of Chartered Secretaries and Administrators and recently completed the Leadership Development Female Future Program on Board Competence. She has a good appreciation and understanding of the legal and business environment in Uganda and in a number of countries across Africa and possesses over 10 years experience as an in-house lawyer in some of the biggest corporations in the country. She has in-depth knowledge of the internal workings of corporations as well as public sector regulation and sits on the board of the Uganda National Oil Company. She also sits on numerous boards across various sectors as a company secretary.

Zulaika has worked in a cross-section of legal spheres including banking and finance, oil and gas, mining, labour law, real estate and corporate transactions advisory amongst others. She has an extensive knowledge of telecommunications media and technology law and recently consulted on a gap analysis study of the ICT laws of Uganda as well as the licence framework of the telecoms sector. She has advised on numerous other transactions pertaining to mergers and acquisitions, financial restructuring, procurement of mineral licence rights, to mention but a few. Zulaika an avid reader and enjoys running. She participates in numerous charity activities centered on education and child welfare and she is a volunteer with a mentoring program for young women.
